Bryan K. Stephens, Hampton Roads Chamber of Commerce President and CEO, spoke to the Health, Welfare, and Institution Committee today at the General Assembly on the importance of carefully reforming Virginia’s effective Certificate of Public Need (COPN) program to enhance the process that helps promote health care access, control costs, and support charity care in the Commonwealth.  Noting that hospitals are a critical component of the Hampton Roads economy, Stephens emphasized that any reforms must be done in a way to protect patient safety and prevent adverse consequences for the public, our health care delivery system and our economy.
