Virginia climbed to No. 4 this year in CNBC’s annual Top States for Business study.

The study’s rankings are based on a point system in 10 categories, including economy, technology and innovation, access to capital and quality of life.

Virginia’s top rankings were for workforce (No. 3), business friendliness (No. 5) and education (No. 6). But it fared worse in cost of doing business (No. 34), cost of living (No. 33) and infrastructure (No. 20).

The state has climbed steadily over the past few years, from No. 13 in 2016, to No. 7 last year. It last ranked No. 1 in 2011.

Texas came out on top, followed by Washington, Utah, Virginia and Colorado.
