Hampton Roads Crossing Submits Proposal to VDOT

On September 29, the Hampton Roads Crossing, a private consortium, submitted a conceptual proposal to the Virginia Department of Transportation (VDOT) to add four lanes of bridge and tunnel capacity to the Hampton Roads Bridge-Tunnel (HRBT).  The plan proposes modernization, operation, and maintenance of the existing HRBT, the Monitor-Merrimac Memorial  Bridge-Tunnel, the James River Bridge and related connecting roads. Conceptual use-tolls will be in the $4 to $6 range and would be placed on all three river crossings.
